Pakistan’s Strategic Nuclear Assets: Why are they a thorn in the side of so many?

By Shahid R. Siddiqi.

Axis of Logic

“Pakistan’s nuclear facilities are secure”

Axis of Logic – When India exploded its first nuclear device in 1974, culminating a program launched as far back as 1951, Western powers only reacted with customary “show of concern”. But on the other hand, Pakistan’s nuclear program, initiated in response to the Indian acquisition of nuclear weapons, evoked immediate and “serious concern” from the same Western powers. This discriminatory attitude has since persisted. Pakistan has remained under pressure from the US-led lobby to scrap its program while the Indians remained uncensored.

India has often tried to justify its nuclear program as a counter to the Chinese threat. This is preposterous. China has shown no belligerency towards India. The war of 1962 resulted from India’s arrogance in refusing to amicably settle a boundary dispute with China, just as it has done with Pakistan. And if China was such a big threat why have other countries of the region not complained or scrambled to seek nuclear umbrellas?

Bhutto and the “religious bomb”

“The West simply used Pakistan’s bomb to make Islam and aggression synonymous.”
That Western attitude was discriminatory can also be seen by the religious color it gave to Pakistan’s bomb by calling it an ‘Islamic bomb’.

One has never heard of the Israeli bomb being called a ‘Jewish Bomb’, or the Indian bomb a ‘Hindu Bomb’, or the American and British bomb a ‘Christian Bomb’ or the Soviet bomb a ‘Communist’ (or an ‘Atheist) Bomb’. The West simply used Pakistan’s bomb to make Islam and aggression synonymous, although Pakistan’s bomb was merely for defensive purposes and was not even remotely associated with Islam.

With India going nuclear soon after playing a crucial role in dismembering Pakistan in 1971 and enjoying an overwhelming conventional military superiority over Pakistan (in the ratio 4:1) a resource-strapped Pakistan was pushed to the wall. Left with no choice but to develop a nuclear deterrent to create a balance of power and ward off Indian threat, Prime Minister Zulfiqar Ali Bhutto declared: “Pakistanis will eat grass but make a nuclear bomb”. And sure enough, they did it. But soon both he and the nuclear program were to become non-grata. Amid intense pressure, sanctions and vilification campaign, Henry Kissinger personally delivered to a defiant Bhutto the American threat: “give up your nuclear program or else we will make a horrible example of you.”

And a horrible example was made of Bhutto for his defiance. Bhutto signed Pakistan’s nuclear program with his blood to enable Pakistan to become the 7th nuclear power in the world, forcing India to shun belligerency. Although there has never been real peace in South Asia, at least there has been no war since 1971.

Pakistan’s nuclear program: a deterrent to Indo-Israeli dominion

Ignoring its perspective on acquisition of strategic assets, Pakistan’s Western ‘friends’ refused to admit it to their exclusive nuclear club, pressuring it to give up nuclear ambitions instead. However, expediency made them look the other way when it suited their purpose. In 1980s and post 9/11 when Pakistan was needed to play a key role in Afghanistan as the ‘front line state’, the American spotlights on its nuclear program were switched off.

Pakistan obstructs quest for dominion by India and Israel.
But Pakistan’s nuclear program remained under threat from the foes – India and Israel, who felt their interests were threatened. In collusion, both of them missed no opportunity to directly or indirectly malign Pakistan’s nuclear program or subvert it. Both countries having similar geo-strategic interests in their respective regions, see Pakistan as an obstacle to their designs.

India sees Pakistan as an unnatural creation which, having been carved out of its body, now refuses to submit to its diktat and obstructs its quest for unchallenged domination of South Asia and the Indian Ocean region.

Israel looks at Pakistan’s military prowess and its nukes as indirectly strengthening the hands of Arab states with which it has remained in a state of conflict and which it has continued to terrorize all these years. It is conscious that several Arab states look up to Pakistan for military support when faced with external threat to their security that comes mainly from Israel. It is unsettling for Israel to see such a state to be in possession of nuclear weapons.

Israel also cannot overlook the fact that Pakistan Air Force pilots, when flying mostly Russian aircraft, surprised the Israeli Air Force and shot down several relatively superior Israeli jets in air combat in the 1973 Arab Israel war. They shattered the myth of the invincibility of Israeli pilots who believed themselves to be too superior in skill and technology. These Pakistani pilots happened to be assigned to Jordanian, Syrian and Iraqi air forces on training missions when the war broke out and they inconspicuously joined the operations.

The foiled Israeli plan to bomb Kahuta

Having successfully bombed and destroyed the Iraqi nuclear reactor in 1981, Israelis were encouraged to launch a similar attack on Kahuta, a village to the east of Islamabad where Pakistan’s nascent nuclear research program was located. In collaboration with India, the Israelis made plans for this mission in early 1980s. Using satellite pictures and intelligence information provided by the CIA, they reportedly built a full-scale mock-up of Kahuta facility in the southern Negev Desert and pilots of F-16 and F-15 squadrons went through mock attack exercises.

According to the story published in London by The Asian Age citing revelations by journalists Adrian Levy and Catherine Scott-Clark in their book ‘Deception: Pakistan, the US and the Global Weapons Conspiracy’, the Israeli Air Force planned to launch an air attack on Kahuta in mid 1980s from Jamnagar airfield in Gujarat (India) and land and refuel at a base in northern India. The book claims that “in March 1984, Prime Minister Indira Gandhi signed off (on) the Israeli-led operation, bringing India, Pakistan and Israel to within a hairs breadth of a nuclear conflagration”.

Another report claims that Israel had planned to launch an air strike directly out of Israel. After midway and midair refueling, Israeli warplanes were to shoot down a commercial airline’s flight over the Indian Ocean that routinely flew into Islamabad early morning. The Israelis would have flown in a tight formation to appear as one large aircraft on radar screens preventing detection. Using the drowned airliner’s call sign they would have entered Islamabad’s air space, knocked out Kahuta and flown on to land in Jammu, an Indian airbase, to refuel and make an exit.

“Pakistan reminded the Israelis that Pakistan was no Iraq and that the Pakistan Air Force was no Iraqi Air Force.”
Reliable reports say that in mid 1980s this mission was actually launched one night. But the Israelis were in for a big surprise. They discovered that Pakistan Air Force had already sounded an alert and had taken to the skies in anticipation of this attack. The Indo-Israeli mission had to be hurriedly called off.

Pakistan reminded the Israelis that Pakistan was no Iraq and that Pakistan Air Force was no Iraqi Air Force. Using indirect channels, Pakistan is reported to have conveyed that an attack on Kahuta would force Pakistan to lay waste to Dimona, Israel’s nuclear reactor in the Negev Desert. Pakistan drew up contingency plans for retaliatory strike on Dimona in case of any future Israeli misadventure. India was also warned that Islamabad would attack Trombay if its facilities in Kahuta were hit.

The above quoted book claims that “Prime Minister Indira Gandhi eventually aborted the operation despite protests from military planners in New Delhi and Jerusalem.”

This Indo-Israeli plan was also confirmed by a paper published by the Australian Institute for National Strategic Studies. It stated,

“Israeli interest in destroying Pakistan’s Kahuta reactor to scuttle the ‘Islamic bomb’ was blocked by India’s refusal to grant landing and refueling rights to Israeli warplanes in 1982.”

Clearly India wanted to see Kahuta gone but did not want to face retaliation against its own nuclear facilities at the hands of Pakistan Air Force. Israel, on its part wanted this to be a joint Indo-Israeli strike so that Israel alone would not be held responsible.

The Reagan administration also showed reluctance to support the plan as any distraction on Pakistan’s part at that juncture would have hurt American interests in Afghanistan where Pakistan was engaged as key US ally against the Soviets.

The Propaganda Campaign

Although the two countries had to give up plans to hit Kahuta, they continued their diatribe against Pakistan’s nuclear program through an organized propaganda campaign which has been accelerated today. Israel used its clout over the American political establishment and the Western media to create hysteria. India also worked extensively to promote paranoia. Pakistan’s program was branded as unsafe, insecure and a threat to peace, although it is technically more sound, much safer and more secure than that of India and has ensured absence of war in the region.

Use of terrorists to destabilize Pakistan

The US invasion of Afghanistan provided another opening for the Indo-Israeli nexus to target Pakistan’s strategic assets. This time the strategy was to present Pakistan as an unstable state, incapable of defending itself against religious extremist insurgents, creating the specter of nuclear assets falling into their hands in Islamabad. This was achieved by creating a proxy organization – Tehrik-e-Taliban Pakistan (TTP) in Pak-Afghan border areas where they recruited rogue elements and spread chaos to destabilize Pakistan through terrorism. Suggestions were floated that in view of the possibility of Pakistan succumbing to extremists, its nuclear assets should be disabled, seized or forcibly taken out by the US. Alternatively, an international agency should take them over for safe keeping.

Pakistan has paid a high price in terms of civilian and military casualties but it has foiled the conspiracy and thwarted the threat. As a result of operations by Pakistan Army in Swat, South Waziristan and other areas in FATA, TTP terrorists have either been eliminated or are on the run. With the insurgency crushed, peace is returning to these former havens of terrorism.

Pakistan has made it clear that it would act decisively against any attempt by any quarter to seize its nuclear assets. The resulting situation would be disastrous as it could send South Asia up in flames.

The Indo-Israeli nexus is losing the initiative. But as long as the American umbrella is not denied, Afghanistan will remain a playground for these mischief mongers. It is now up to the US to walk its talk if it is sincere about its claim that it wants to see a secure and stable Pakistan. It must put an end to conspiracies to destabilize Pakistan.

‘Indian Army Can’t Deal With Pakistan, Let Alone China’: Gen Majid

ISLAMABAD: Chairman Joint Chief of Staff Committee General Tariq Majid on Saturday rubbished the Indian media report which states that the Indian Armed Forces are preparing to fight China and Pakistan.

“Leave alone China, General Deepak Kapoor knows very well what the Indian Armed Forces can not and what the Pakistan Armed Forces can pull off militarily,” said General Tariq Majid.

He was responding to a question on the Indian Army Chief’s jingoistic pronouncement of Indian military preparations to fight China and Pakistan simultaneously.

General Majid said he doubted the veracity of the Indian media report attributed to General Kapoor, saying that “he (Kapoor) could not be so outlandish in strategic postulations to fix India on a self destruct mechanism.”

General Majid further said that if the news report is correct, then the statements of Indian Army Chief are uncalled for and only “display a lack of strategic acumen.”

Tough Kayani Warns Proponents Of ‘Adventurism’

Pakistan can fire missiles at only 10 minutes’ notice on all Indian cities: General. Kayani

The Chief of Army Staff, Gen Ashfaq Parvez Kayani, said on Friday that peace and stability in South Asia (and beyond) was the logical and fundamental principle underlining the security paradigm of Pakistan. Addressing senior officers at the General Headquarters here, Gen Kayani said that the army was alive to the full spectrum of threat that continued to exist both in conventional and unconventional domains.

He said that Pakistan Army stood committed and prepared to respond to any existing, potential or emerging threat. An army supported by 170 million people, with faith in Allah, is a formidable force to be reckoned with. “Proponents of conventional application of military forces, in a nuclear overhang, are chartering an adventurous and dangerous path, the consequences of which could be both unintended and uncontrollable,” he said.

He said Pakistan was not oblivious to the unprecedented acquisition of sophisticated military hardware, synergised with an offensive military doctrine.
However, as a responsible nuclear state, Pakistan army would contribute to strategic stability and strategic restraint as per the stated policy of the government.

He said peace and stability in South Asia was the logical and fundamental principle underlining the security calculus of Pakistan.
The recent statement by Indian Army Chief Gen Kapoor about the two-front war strategy on which India was at present working, targeting China and Pakistan, had sent shock-waves among those aspiring for peace and stability in the region.

Commenting on Gen Kayani’s observation, a defense analyst observed that India had to be reminded from time to time that Pakistan was a nuclear power, fully capable of deterring any external aggression.

He pointed out that Pakistan could fire missiles at only 10 minutes’ notice on all Indian cities.

Pakistan is the fourth country in the world possessing cruise missiles which are considered to be capable of accurately hitting targets in India.

The maximum range of Indian missiles is 1500 kilometers while Pakistan’s Shaheen has a range of 3500 kilometers.

Pakistan take 204-run lead over Australia 2nd day

Pakistan take 204-run lead over Australia 2nd day SYDNEY: Pakistan gained a big lead of 204 runs over the Aussies despite a collapse in the final session of the second day of the second Test match here at the Sydney Cricket Ground on Monday.

They lost seven wickets in the third and the last session of the day.

At stumps, Pakistan were 331 runs for nine wickets with tail-enders Danish Kaneria (2) and Mohammad Asif (0) at the crease.

Pakistan resumed at 14-0 in the morning and both openers, playing steadily added 70 runs in the first session and succeeded in reaching 100 without being separated after lunch.

This was the second century stand between the pair of Imran Farhat and Salman Butt in Test cricket.

However, the partnership was broken by spinner Nathan Hauritz when Imran Farhat was caught behind by Brad Haddin on an attempted sweep shot.

Imran made 53, his 13th half-century in 32nd Test. He hit four boundaries in his 140-ball innings and together with Salman Butt made 109 runs.

Later, Salman Butt was also caught behind off Mitchell Johnson for 71, made with the help of nine fours. This was his eighth fifty in 26th Test.

Pakistan were 190-2 at tea with Faisal Iqbal and captain Mohammad Yousuf batting patiently. They carved out a 61-run partnership off 83 balls before Faisal departed on 27.

Yousuf was joined by young Umar Akmal who batted aggressively and scored 49 from 48 balls with nine fours. Yousuf also fell in the forties (46).

Misbah-ul-Haq and Kamran Akmal could not make good scores and were dismissed on 11 and 14, respectively.

However, Misbah completed 1,000 runs in his 19th Test.

Mohammad Sami and Umar Gul contributed 13 and 12 runs, respectively.

For Australia, Doug Bollinger was the most successful bowler, taking three for 70 runs while Shane Watson and Mitchell Johnson claimed two wickets each. Peter Siddle and Hauritz took one wicket each.

Oil passes 80 dollars in Asian trade

Oil passes 80 dollars in Asian trade SINGAPORE: Oil prices hurdled 80 dollars a barrel on the first trading day of the year Monday after Russia cut crude supplies to Belarus, analysts said.

New York's main futures contract, light sweet crude for delivery in February, rose 78 cents to 80.14 dollars a barrel in the afternoon.

Brent North Sea crude for February delivery gained 74 cents to 78.67 dollars. Crude prices rose on concerns over the implications of Russia's move, which has been effective since New Year's Eve, analysts said.

"Oil is up, reacting primarily to... Russia stopping oil supplies to Belarus," said Victor Shum, senior principal of Purvin and Gertz energy consultants in Singapore.

"That is the dominant factor... and has added some momentum to oil."

Media reports said Russia had stopped supplies to Belarus from December 31, 2009, with ongoing negotiations to restart deliveries hampered by tariff disagreements.

The incident is the latest in the energy dispute between the two nations over tariff arrangements. Moscow also severed supplies to Belarus in January 2007 following a similar row.

US, Britain close Yemen embassies

SANAA: The US and British embassies in Yemen closed on Sunday amid threats from a local branch of Al-Qaeda, after Washington and Britain vowed to help the impoverished country in its fight against extremism.

The moves came after US President Barack Obama blamed a Yemen-based Al-Qaeda affiliate for the foiled Christmas Day attack on a US airliner and a day after US regional military commander General David Petraeus visited Sanaa.

Claiming responsibility for the thwarted attack on the Detroit-bound Northwest airliner, Al-Qaeda's franchise in Yemen urged attacks on embassies and other Western targets in Yemen.

"The US Embassy in Sanaa is closed today, January 3, 2010, in response to ongoing threats by Al-Qaeda in the Arabian Peninsula (AQAP) to attack American interests in Yemen," said a statement on the embassy's website.

Britain followed suit, with a spokeswoman for the Foreign Office in London confirming that its Sanaa embassy was closed on Sunday "for security reasons."

A decision would be taken later as to whether the mission will reopen on Monday, she added.

Pakistan receives first Saab 2000 AEW aircraft

By Siva Govindasamy

Source: Flight International

The Pakistan air force has taken delivery of the first of its four Saab 2000-based airborne early warning and control aircraft from Sweden.

Islamabad became the first military customer for a Saab 2000 derivative when it signed a deal for the Saab Microwave Systems Erieye radar-equipped type in June 2006. Its first example made its flight debut from Saab's Linköping site in mid-2008.

"The aircraft landed at one of the Pakistan air force's main operating bases, marking a major milestone in the overall modernisation plan," says the service.

"Besides detection of high- and medium-altitude flying aircraft, this state-of-the-art system is also capable of detecting low-level flying objects over land and sea at extended ranges [and] of picking even the surface targets over the sea," says the air force.

The service says the type will enable it "to boost its operational capability manifold by achieving requisite early warning for efficient and meaningful air defence of its airspace".

Why an Afghani changed his mind about the west

By Massood Qiam

My father was an army officer during the Soviet occupation of Afghanistan and so naturally I grew up hearing anti-American and anti-imperialist slogans around me. Occasionally my father would bring home magazines and press materials published by the defence ministry's press office.

Even though at the time I had not yet developed an awareness of politics, I'd peruse the magazines, reading the captions of the photographs showing arms and weapons. I still remember one particular image, the photograph of an F-16 jet fighter that the US had given to Pakistan. Underneath the picture, it said, "F-16 fighters given to Pakistan by the imperialist power for the purpose of disrupting security and stability in the region."

The climate of the Himalayas is set to change yet again. The melting of snow in the Himalayan summer is a natural phenomenon but the melting of tensions between two heavy weights of the region – Pakistan and India – is so artificial that its sensation does not require any sophistication.

Once again the stage is being set to restart the so called composite dialog between two arch rivals in South Asia and the meeting of the Premiers of two countries at the sidelines of NAM in Sharm-el-Sheikh was the beginning of the dialog process. However events leading to Sharm-el-Sheikh need scrutinizing so as to avoid illusions and unnecessary hope re the future.

Traditionally the bilateral issues between Pakistan and India have been Kashmir, water disputes, Sirkrek, Siachin, nuclear related issues and military matters related to the ratio of forces. Before 9/11 the strategic equation of the region differed considerably compared to the present day scenario. India and Pakistan had been struggling on the basis of equality for influence in Afghanistan and Central Asia. Despite some deficiencies Pakistan was in a much better position prior to the occupation of Afghanistan by the US. By becoming the client state of America in its so called war on terror Pakistan has not only lost its strategic space but handed over its sphere of influence to American led forces and India who both have interests contrary to Pakistan. On the other hand the Indo-U.S relationship has entered a new phase of strategic partnership and the Indo-U.S nuclear deal was its manifestation.

After the regime change in America the world of President Obama was different.America is stuck in the quagmire of Afghanistan and is facing a resurgent Taliban threatening the very existence of the American led coalition on Afghan soil. Domestically the economic meltdown and the military failure in Iraq contributed to the free fall of the once lead super-power.A four month review was initiated by Obama on Afghanistan. The outcome of the review was that Pakistan and Afghanistan were bracketed into Af-Pak and a contact group consisting of India, Iran, Russia and China was formed on the pretext of a so called regional solution. The team that stabilized Iraq by unleashing a deadly chaos and implementing a typical divide and rule policy is now focused on Af-Pak namely Gen Petraus, Lt.Gen Stanley McChrystal and special viceroy on Af-Pak Mr. Richard Holbrooke.

Indian Army Chief Threatens Pakistan and China

India ready to fight Pakistan, China at the same time, Deepak Kapoor

Source: Dunya News

Indian Army Chief General Deepak Kapoor has claimed that Indian army is ready to battle Pakistan and China at the same time. Whereas, Lt-General A S Lamba said that Indian Military will have to fight the two war at the same time. According to Indian newspaper, India Daily, General Deepak Kapoor said that Indian Air Force, Navy, and Army is effectively ready to face Pakistan and China. However, General Lamba said that India knows the next war will be between India and China, and Pakistan could be a part of it. India will get indirect support from America and Russia, he said. According to India Daily report, If attacked by Pakistan and china at the same time, India will launch self-contained and highly-mobile `battle groups'', adequately backed by far superior air cover and artillery fire assaults, for rapid thrusts into enemy territory within 96 hours. General A S Lamba of Indian Army claimed that India within 48 hours of the start of assault can enter Pakistan, according to newspaper.

Surrender is for our Enemies – Pakistani youth reminds the Indian Army Chief

Pakistan Youth slapping its response to Indian Army Chief’s statement – Pakistanfirst Exclusive

The writer is a member of editorial team and think tank of pakistanfirst.com

With too many Bollywood characters fashioning tiers of Lok Saba it seems like Bollywood action movie theme and mind set has inculcated in the hierarchy of the Indian Army to hilarious limits as well. The precedence of such mindset was exhibited by none other than its Army Chief General Deepak Kapoor, when he claimed “Indian army is ready to battle Pakistan and China at the same time”. This statement was further bolstered by Lt-General A S Lamba that “India within 48 hours of the start of assault can enter Pakistan”. The Indian Think Tanks and Indian Army are missing the cue that thrusting a war on Pakistan and entering Pakistan is by no means a Hindi Bollywood version of Adolf Hitler taking over Austria and Czechoslovakia or a Bollywood Remix version of “The Guns of Navarone “.

Indian government and army needs to understand that their unyielding greed for bloodshed and hegemony will back fire just like it did in September 1965, when General Joyanto Nath Chaudhri confidently and boastfully told his officers that he would like to have his evening drink at Lahore Gymkhana. What history witnessed then in the next 2-3 weeks was none other than a consummate squashing of their army chief’s wishful dream.

The drunken leadership of the Indian Army is trampling the tolerance of Pakistani people and is coquetting with fire. Indian government and its army’s multifaceted exploitation of Pakistan’s desire to peace must not be considered its weakness. The warmongers are forgetting that nothing is too big to cross for the resolute, tenacious and unyielding nation which the world calls The Pakistanis. But if these buffoons are under the impression that they will enter Pakistan in 48 hours, ironically giving themselves 24 hours more than General Joyanto Nath Chaudhri, then this will be the last mistake they will be making. The fate of General Joyanto Nath Chaudhri and his yes men should not be forgotten. If we can teach a lesson in 1965, then make no mistake about it that we are now a Nuclear Power and our enemies will be hung in the streets of their own country by Pakistani Army Jawans without any concession of their ranks in Indian Army.

The Indian authorities should strive to refrain themselves from such assertions which has historically caused nothing but utter embarrassment and disgrace to its country. The Pakistan army, Pakistani youth and the Pakistani nation has the resilience and audacity to slap a response to any aggression towards ideological and geographical boundaries of its Pak Sarzameen.
